According to the state-run news agency SPA, a spokesman for the Interior Ministry said that,
Anyone who tried to perform Umrah without a permit would be fined 10,000 riyals. Anyone who tries to enter the Masjid al-Haram to offer prayers without permission will be fined 1,000 riyals.
